Feeds Plugin(BissFeedAutoKey )

New update 3.1

-Compatible with Python3 images
-Add "Enable Reset Softcam Reader" to Setting.
-Fix some bugs

"Enable Reset Softcam Reader" : Just one reader is restarted. user should write correct reader name in setting.
"Disable Reset Softcam Reader" : All readers are restarted.
